What is NGEMR?    

The NGEMR (Next Generation Electronic Medical Records) is an initiative launched by the Ministry of Health Singapore (MOH). It is launched to have a consolidated and centralized electronic medical records system for the general population of Singapore.

NGEMR will record a patient’s entire healthcare journey in its system. From consultation, admissions, diagnosis, and treatment, to discharge. Every point of care will be recorded, including administrative data, patient biodata, and medical data.

 

Why is NGEMR beneficial?

The desired outcome of NGEMR integration is to reduce healthcare costs and improve the efficiency and quality of patient care by connecting healthcare professionals to deliver patient-centered care. When patients visit different clinics or hospitals, they can avoid certain tests they’ve previously done before as healthcare providers can now access their past results easily through NGEMR.

NGEMR can significantly improve information sharing amongst healthcare providers while enhancing the patient experience.

 

When will NGEMR be rolled out?

Some Polyclinics and hospitals in Singapore are already onboard NGEMR. While there are no official details from MOH yet, private practitioners can expect NGEMR to gradually roll out in phases in the coming months.

 

Who will be taking part in NGEMR?

Both the public and private healthcare sectors will gradually take part in NGEMR. Including private GP Clinics who will contributing through NEHR.

 

Is NGEMR the same as NEHR?

NGEMR and NEHR are different. NGMER is the record of a patient’s entire healthcare journey. Part of the data contributed to NGEMR will be shared to NEHR.

 

Who has the access to NGEMR Data?

Like NEHR regulations. NGEMR data is strictly private confidential. ONLY authorized healthcare providers directly involved in the patient’s care, such as Doctors, have the access to NGEMR data. Every single access is logged and tracked for strict confidentiality and privacy protection.

 

Is NGEMR patient records safe?

Various security measures are put in place to protect the patient records in NGEMR. Including:

  • Data encryptions

  • Access-level controls

  • Two-factor authentication(2FA)

  • Anti-hack software

  • Anti-malware software

  • Unauthorised access detection & prevention

  • Access logs

Any unauthorised access or modification to NGEMR data is a chargeable offense under the Computer Misuse Act.

 

How to select a CMS provider to prepare for NGEMR

To have a smooth transition to NGEMR, private practitioners should look out for the following when selecting a CMS provider:

  1. Local-based, cloud system

  2. NEHR-ready

  3. Compliance with MOH’s security requirements (i.e HIPAA and MTCS)

  4. Data migration policies and clauses

  5. Cybersecurity measures and records

  6. Provide the necessary support for MOH’s audit

  7. Vendor’s credibility and reputation

  8. Provide dedicated customer/technical support

  9. Sufficient training for onboarding and new features

  10. Familiarity with Singapore’s laws and legislations, the various healthcare practices, and best practices in the industry

  11. Relationship with MOH and IHiS
