How to sign up as a PHPC clinic in Singapore
What is PHPC
The PHPC scheme prepares Singapore’s primary healthcare clinics in times of national healthcare emergencies. Clinics under the PHPC scheme may be activated during such times of:
Influenza pandemics
Haze and poor air quality
Anthrax or other threats
(HSS), (FSS), (SASH) are the schemes that are subsumed under PHPC.
Under PHPC, activated clinics may have to perform the following roles when required during healthcare emergencies:
Dispense medications (e.g., Tamiflu, antibiotics)
Administer vaccinations (e.g., COVID-19 vaccines)
Provide subsidized treatment
While different PHPC clinics may perform different roles when activated, they all share the same purpose; which is to provide primary healthcare services to Singaporeans in times of national emergency.
For example, in February 2021, selected PHPCs were activated as vaccination sites to administer COVID-19 vaccines to residents in Singapore.
PHPC subsidies
The Singapore Ministry of Health will provide logistical support such as PPE (personal protective equipment) for clinic staff. Medication and vaccine supplies will also be prioritized for PHPCs during emergencies.
Clinics under the PHPC scheme can apply for these subsidies directly with MOH.

Become a PHPC Clinic with UNO CMS
